thetvdb was corrected.
TVDB restored the episodes, so Trakt matches up again.

@Justin Season 4 still seems to not match TVDB for some reason. I tried refreshing the series on Trakt but it does not help. Could you take a look at it?

I am aware that The office was messed up on Thetvdb, as I am the mod who fixed it again. The aired order episode listing is back to how the episodes were listed for the past 10 years and more.
The listing seems to be now correct on trakt, but some episode images are still mixed up.
I got a reply from TVDB, they say it was a mistake made during the weekend, They also said that the Aired Order should have been fixed but I noticed three episodes that should be split up (A Benihana Christmas, A.A.R.M and Finale). These episodes are two-part episodes that have different production codes for each part.
Also, there are two episodes listed as S07E13 (Ultimatum and The Seminar) but there is no S07E24 in the Aired Order.
Going back to Trakt: S4 has multiple episodes listed two or three times (Did I Stutter, Job Fair, Goodbye Toby and Night Out). I think this has to do with the removal of the second parts of many episodes since this season mostly consists of two-part episodes. I started a Refresh so I hope that will work with the episode listing.
I also submitted a ticket for the episode runtimes of S4 but that can be ignored until the situation with TVDB is figured out.
Another good thing is that the episodes I listed below are no longer on Trakt!
Edit: I got another reply from TVDB. The three episodes won't be split up as multiple episodes. I'm not sure how these episodes were listed before this went down. The S07E13 situation has also been fixed.
For Trakt, I started a refresh which is currently queued. After the refresh, we can check the season for duplicate episodes again.
Yeah, I'm not sure why it would ever change. I've noticed this with other series as well, the episodes move around or are removed all together, even if the show hasn't aired for year. I hope TVDB can restore those series and then lock them from further edits.
You're right, it's edited in TVDB and not in TMDB. The series is locked so only mods can edit the series. Nonetheless, it looks like a mod has edited the structure of certain two-part episodes which can be found here:
I have made a support ticket at TVDB support to get clarification on the new episode listing. However, these changes are remarkable as the TVDB knowledge base article (https://support.thetvdb.com/kb/faq.php?id=24) says that legacy content would not be touched upon as this would mess up people's libraries.
I will let you know when I know more.
Also: https://trakt.tv/shows/the-office/seasons/7/episodes/11 and https://trakt.tv/shows/the-office/seasons/7/episodes/12 both have an runtime of 25 minutes. This should be 41 and 22 minutes, respectively.
We actually use TVDB for the episodes (not TMDB) and someone is really messing with that show over there. I really have no idea why TVDB is allowing that series to be edited. It also looks like they've removed other episodes in season 4, 6, and 7 that need to be added back to TVDB. Do you have any more info why they are changing it around?
To clarify OP, above episodes were added to TMDB and were subsequently picked by Trakt. However, these episodes have now been removed from TMDB as all these episodes are two-part episodes which are already listed in Trakt with the correct runtime.
Only https://trakt.tv/shows/the-office/seasons/9/episodes/22 and https://trakt.tv/shows/the-office/seasons/9/episodes/23 need to have their episodes runtimes updated to 44 and 52 minutes, respectively.
